Overview

USAID/Zambia has executed a contract with DevTech for the Education Data Activity from April 2018 to December 2022. The Deputy Program Manager will support the Program Manager full time in managing the technical operations and overall implementation of the project and be responsible for logistical support of field teams in Zambia. S/he will also serve, when needed, as Acting Program Manager on activity implementation and management

Responsibilities

  • Assist the Program Manager providing overall technical direction for education research activities.  
  • Oversee the Early Grade Reading Assessment (EGRA) and Early Childhood Education (ECE) research design, including training, tools development, data collection, and data cleaning  
  • Supervise the Finance and Operations Manager (FOM) to ensure adherence to the financial process and procedures outlined by DevTech, as well as USAID and meets deadlines. This requires that the DPM also receives some orientation on DevTech financial systems. The DPM does not need a financial background to conduct this duty. 
  • Recruit and supervise local consultants/Short Term Technical Assistance (STTAs) and facilitate international STTAs 
  • Control for quality on all technical deliverables and ensure their timely completion 
  • Participate in and provide oversight to EGRA assessments, data quality assessments, and research studies as specified by USAID. 
  • Support the dissemination of EGRA assessment and research study results to key stakeholders. 
  • Engage in training and capacity building activities with government officials  
  • Liaise with DevTech’s home office project manager to ensure completion of objectives and track progress to date. 

 

Qualifications

  • Master’s degree/advanced degree in education, Education Management, Policy and Evaluation, or related social science field. 
  • Seven (7) years of experience in project management and/or the design and implementation of M&E programs, educational curricula, policies, and strategic plans. 
  • Experience managing teams at the Deputy PM level.  
  • Acquainted with policy dialogue, education reform, and national-level education quality improvement. 
  • Experience interfacing with stakeholders and beneficiaries.
